Facebook retools application notification system

In an effort to quell growing discontent over excess zombies, pirates, and vampires, Facebook is instituting a feedback system that will reward well-received applications and banish annoying ones. The feedback system will be guided by clickthroughs and application install numbers.
Applications with good feedback will be permitted to send more notifications, and those with fewer clickthrough/install numbers will have their notifications reduced. This changes the standard for allowing all new applications to send out 40 notifications per user per day.
